I have knowledge of one person being permanently locked,
and many others where people just do the reset game.

Strong gmail advice...
Make sure you write down your signup date, the addresses
you correspond with frequently, and whatever else a
reset asks you for... you wil need it if it locks you.
Gmail does not use "recovery" tokens anymore, but write
any you have down too. Mail youself a random string and
do not delete it, you might have them read it in your mail.

If you did not receive written policy and contract about
tor, suspect any provider to lock you at any time.

Support other mail providers that let you sign up without
phone, secondary email, or non anonymous payment,
all over tor.
