e.g. Pando promulgates, then the appropriate review would be the U.S.
Congress...*shudder*.
well, if i understand the law right, the reviewing agency is typically the lowest one down the food chain, which in this case would either be one of the funders, or even Tor itself--and Tor having some kind of internal ethics board, no matter how beholden it might be to Tor's self-interest, is at least an idea worth giving some consideration, IMHO.

Sorry for misreading your implication; tone is hard on email/IRC at times.


not necessary but appreciated nonetheless--not just email here, but pseudonymous and only somewhat-marked-sarcastic/ironic email on a list whose tone is often very hard to detect.
