CS/IT/EE programs have largely not yet adapted to the reality that research
on a public network is research on human beings,
as much as medicine or psychology or even behavioral economics research is.
Those fields subject their researchers to institutional review boards.


for the most part, this is only true only for entities that receive government funding.



Tor is exempt from this because it is only experimenting on the entirety of the political fabric of the world and receives no... oh, wait.
