Hi all,

I use the tor git version complied from the tor.git repository.  Often I
can notice something like the following informations when tor is starting:

usual. Most likely this means the Tor network is overloaded. Success counts
are 143/268. Use counts are 51/55. 258 circuits completed, 6 were unusable,
109 collapsed, and 28 timed out. For reference, your timeout cutoff is 83
seconds.

What's the reason for this thing?  Is it harm or not?  How I can aviod it?
