I'm wondering why do most new Windows Tor relays choose to run an old
tor version (v0.2.4.23)?

Is anyone aware of software (incl. malware) that ships Tor v0.2.4.23 for
Windows?
(config: OrPort 443, DirPort 9030, nick: "default")
