Actually, it reads:
The proxy server is refusing connections

And no change log - just a gradient.

Should I uninstall this?  What should I look for and where should I 
look?

Is there any way to recover the bookmarks? I know the data is still on 
my machine in some form.  Are there local logs for the wipe and update 
that can shed some light?
