Summary:
PIA VPN connection is stable; I can visit any servers using PIA.
However, Tor can't make a connection/or if connected, connection
is NOT stable. I believe PIA is starting dropping Tor connection.
I already tried obfs3/obfs4, but both failed with
"connections died in state handshaking (TLS) with SSL state
unknown state".

I was able to use Tor with VPN with no problem 3 months ago.
Many people use Tor over VPN.
But for now, I can't connect to Tor even when I use Tor Bridge.
I believe PIA is dropping Tor because I can connect to any site only VPN.
Tried for 120 seconds to get a connection to [scrubbed]:80. Giving up
