These meetings are on irc. In the original mail, you can see that it
says "#tor-dev, irc.oftc.net". So that's the irc.oftc.net network,
in the #tor-dev channel.

For the network team meeting in particular, the URL listed is
https://trac.torproject.org/projects/tor/wiki/org/teams/NetworkTeam/MeetingSchedule

IRC is "Internet Relay Chat":
https://en.wikipedia.org/wiki/Internet_Relay_Chat

I'm afraid it isn't super-convenient to novices. But developers find it
reasonably efficient.
