Thanks a lot.  I also do the following testings for verify the above
thing your told here:

I use the same nodes in ExitNodes and ExcludeExitNodes, and at the
same time, I set 'StrictNodes 1'.  And finally the tor will failed to
find available exit nodes to connect to internet.  OTOH, if I don't
use these nodes in ExcludeExitNodes, tor will work smoothly.
