Just a guess, but maybe you can just copy

tor-browser_en-US/Browser/TorBrowser/Data/Browser/profile.default/prefs.js and
tor-browser_en-US/Browser/TorBrowser/Data/Browser/profile.default/preferences/*

and similar setting files?
