If you upgrade, then the next time you rotate to a new guard, you'll
pick a smarter one.

It doesn't ditch your current guard. I figured I didn't want to force a
rotation, especially one that a lot of people will do around the same
time period. And anyway it will be all resolved in a few months after
the upgrade.

I also thought about changing the behavior so we avoid our current guard
whenever it is missing the Guard flag -- which would basically accomplish
your above goal. But that idea has problems of its own, and some of them
look worse than what it cures:
