addresses that were blocked simply because spam or malicious activity =

That is, when there's no intent by websites to block Tor, per se. =

They're just addresses that spammers used, which happen to be Tor IPa's.

In that context, they're no different than any other site or email =

address that gets blacklisted.
When that is the case, explaining to someone that "it's just a Tor =

address" won't matter, because that may not be why it was blocked.

It's just one more IPa that was abused, then placed on a blacklist(s).  =

In many cases, they weren't blocked *because* they were Tor addresses.
But in all cases, someone must appeal to the blacklists (or site, =

organization) to remove the address from blacklists or unblock it.

When IPa's from email providers get abused, and when mail you send that =

happens to use that same IPa gets rejected, it's usually up to the email =

provider to get the IPa(s) off the blacklists.
I don't know there's anyone responsible for doing this for blocked Tor =

addresses.
